Abstract
The article defines the grounds and procedure for the application of legal liability to local self-government bodies, territorial communities (united communities). The types, grounds and procedure for the application of legal liability to local self-government bodies and their officials are determined. It is substantiated that the territorial community (united community) can be the subject of responsibility solely in its positive sense.
