Abstract
Într-o Uniune Europeană în care, în ultimii ani, au fost integrate douăsprezece state (zece în 2004) şi ulterior, în 2007, România şi Bulgaria, au apărut noi provocări în efortul de reducere a diferenţei între nivelurile de dezvoltare ale regiunilor şi consolidării coeziunii economice şi sociale. Globalizarea, schimbările climatice, securitatea energetică, declinul demografic şi migraţia sunt aspecte care afectează toate statele membre.
