INSTITUTIONAL AND LEGAL PRINCIPLES OF INTENSIFICATION OF INVESTMENT AND INNOVATION PROCESSES IN THE BORDER REGIONS WITH POLAND IN THE REGIONS OF UKRAINE AT THE PRESENT STAGE OF EUROPEAN INTEGRATION

Abstract
Purpose. The aim of the article is to reveal the main institutional and legal problems that restrict investment and innovation activity in the border regions of Poland in the regions of Ukraine and outline on this basis the priority directions of implementation of institutional and legal changes. Methodology of research. The methodological basis of the study is the theory of institutional economics and the theoretical positions of the regional economy. Methodical work is based on application of elements of institutional analysis, comparative analysis and monographic method. Findings. A number of institutional and legal barriers that hinder the development of investment and innovation processes in the border regions with Poland in Ukraine are identified. First of all, this relates to an outdated management system that limits the ability of local governments to establish effective forms of cross-border cooperation with Polish partners. Secondly, there is a lack of joint actions aimed at implementing regional development strategies, primarily in terms of introducing innovations in the border regions with Poland in the regions of Ukraine. Thirdly, the shortage of personnel and the poor quality of social capital are attracting attention. Originality. The priority directions of improvement of institutional and legal principles of activation of investment and innovation processes in the border regions with Poland in the regions of Ukraine are substantiated. In particular, this concerns the substantiation of the principles of “reasonable growth” in the Ukrainian-Polish cross-border region, the establishment of cross-border mechanisms for innovation development, and the establishment of a number of cross-border institutions aimed at improving the investment climate, as well as the development and commercialization of innovations. Practical value. The obtained results of the study have practical significance for local governments of the border regions with Poland in the regions of Ukraine, both at the regional and sub-regional and local levels. They can be successfully used in the activities of institutes of civil society and subjects of innovative entrepreneurship, which operate in border regions with Poland in the regions of Ukraine.
