LA DUALITÉ ARABE-FRANÇAIS DANS L’ADMINISTRATION PUBLIQUE ALGÉRIENNE, CAS D’ÉTUDE : LE SECTEUR DE LA JEUNESSE ET DES SPORTS DE BEJAI

Abstract
Le présent article aura comme objectif principal de rendre compte de la situation des langues dans l’administration publique algérienne, en l’occurrence la direction de la jeunesse et des sports de Bejaia. Notre hypothèse de recherche a consisté à considérer que la mise en place de deux systèmes éducatifs, de l’indépendance à ce jour, a engendré des pratiques linguistiques professionnelles et des représentations sociolinguistiques différentes chez les fonctionnaires de l’administration publique. Ainsi, à la lumière des textes de lois obligeant l’utilisation exclusive de la langue arabe, l’usage professionnel des langues, chez les deux catégories d’informateurs dont l’âge constitue l’élément essentiel de différenciation, a révélé non seulement le recours des fonctionnaires à l’usage scriptural du français, comme langue de l’administration à côté de l’arabe, mais également la manifestation de la diversification des pratiques et des images sociolinguistiques représentationnelles spécifiques aux deux choix linguistiques mis en place par l’institution éducative algérienne.
