LOBBYING IN POLITICAL PROCESSION

Abstract
The author traced the evolution of scientific view on the problem of lobbying and the theory «groups of interests». The article pays attention that it was A. Bentley analyzed the role of eternal forces influence on the implementation process of public policy. It was affirmed that the institutions of functional representation have a number of features and distinctive features of lobbying are – legality, competitive basis the social significance of the initiatives; orientation for changing of the real rules, etcetera. It was noted that the last time is using the term – social lobbying and gives it con-tent and the main appointment defined the main subject of lobbying.
