Management of rural territories: Ukrainian realities and foreign practice

Abstract

The situation that took place presently in the Ukrainian villages requires new perception of agrarian politics in relation to a management of rural areas. It is useful to study EU countries experience in this problems and adapt their practices of rural area management to realities of national economy that will give an opportunity in further to avoid negative influence of internal and external economic factors on rural areas. It should be noticed that EU countries presently achieve an adequate level of self-sufficiency of agricultural production. Therefore the European countries mainly import that agricultural production that they cannot grow independently from natural reasons. The production of other goods for them takes place due to the present system of grants and subsidies to support agriculture. General politics within the framework of the association gives positive results not so much due to direct financial support, but mainly due to the fact that agriculture is examined as a basis of steady development of rural areas. European experience in a management or rural area development demonstrates that for Ukraine such development must include two directions of measures:1) internal stabilization that envisage keeping balance between economic, social and ecological components of rural area development through development of agribusiness and providing of multifunctionality of rural economy, an improvement of life standards of villagers and creation of favourable conditions for retention of human capital; 2) an adaptation to external influences that called on to prepare landowners to the competition from the side of the European
