MUNICIPAL DELIVERY AS THE SOURCE OF FINANCIAL SUPPLY OF LOCAL BUDGETS OF UKRAINE

Abstract
The article is devoted to issues of local borrowing and their role in the formation of financial resources of local authorities. According to the results of the study, local borrowings do not play a significant role in the financial provision of local budgets; the Ukrainian bond market is at an early stage of development. Local authorities focus on providing guarantees under external lending obligations of utilities companies. The main problems of the local borrowing market of Ukraine are identified and recommendations for its improvement are provided.
