Abstract
The article is a critical assessment of welfare Ukraine, establishing its destructive policy formation by comparison with achievements in developed countries and outlining areas to mitigate their negative impacts in the future. The methodological basis of the study is conceptual provisions of the economic theory of socialization and state regulation of social and economic processes, studies of leading national and foreign scientists on problems of the welfare state development and providing of socially oriented development. The social policy negatives in terms of income in different population groups in Ukraine have exposed. Orientation for public institutions to support people in need and abandonment issues beyond the scope of self-activation needs of the population have accented attention. It is proved that the policy of keeping artificially poverty created, this policy slowed down economic growth and social progress. Results of the income distribution among institutional units in accordance with the accepted policy of socialization have considered and evaluated. The efforts which provide social dynamics controlled character have founded. Scientific novelty of the study is the overall assessment of opportunities and welfare of the population in Ukraine on the basis of a comparison with the economic and social standards of developed countries, destructives in regulatory policy have established and recommendations to mitigate their negative impacts have provide. The practical value of application possibilities are reproduced in the public administration and local government of its recommendations during the budget planning process and European integration process in Ukraine.
