ODESA MEASUREMENT OF UKRAINIAN CONSTITUTIONAL ASSEMBLY: IN SEARCH OF REVOLUTIONARY ALTERNATIVES

Abstract
The article is devoted to an insufficiently explored problem of the period of revolutionary change – emergence of idea of Ukrainian Constitutional Assembly and an attempt of its implementation on the example of Odesa and county. Attitude of Ukrainian, All-Russian, Jewish, Polish parties, city council and country council toward calling of National Assembly in the period of the first Ukrainian People’s Republic and toward problems of territorial belonging of region is analysed. Studying peculiarity of election process in Odesa and navy. Examining progress of talks between government of Ukrainian People’s Republic and Odesa. Town Hall. Reviewing practice of searching for solusion in the combination of federalistic and centralistic concepts of revolution. You can see for the first time ever published list of candidates to the All Russian constituent Assembly in the attachment. At the beginning of the revolution of 1917 in the political discourse of the former Russian empire were actively discussed perspectives of the country in the context of the All Russian constituent Assembly, which were supported by majority of the parties, self-governing authorities and civil society. Within the frame of Ukrainian National Revolution, idea of the All Russian constituent Assembly received its shape within the walls of the Central Rada no earlier than in the summer of 1917, in the autumn of the same year the government of the Ukrainian People’s Republic started immediate preparation for implementations. Odesa Town Hall and district council endorsed necessity of convocation of the All Russian constituent Assembly, however they took critical look at their Ukrainian analogue, considering question of territorial allegiance of Kherson province as debatable one. And only because of the danger of spreading Bolshevik influence in the outlined territory and growing standing of the Ukrainian Central Rada and the General Secretariat, elected officials were forced to adjust their point of view, they approved as necessary organization of preparation for All Ukrainian constituent Assembly and in doing so they recognized Kyiv authority over the region in practice.
