Polityka administracyjna ministrów spraw wewnętrznych w zakresie organizacji i funkcjonowania urzędów organów administracyjnych w latach 1918 – 1926

Abstract
At the beginning of the article the author explains the concept and essence of the administrative policy and the systemic model of the offices of administrative bodies forming the Ministry of Internal Affairs. The author also describes the particular elements of the administrative policy of the Ministers of Internal Affairs in the organization and functioning of the offices of administrative bodies in the years 1918-1926. According to the author such a policy consisted of the following complexes of affairs: a) internal organization of the offices, b) filing and decision-making processes and work efficiency of the offices, c) legislative technique and official publishers, d) the clerical corps. The author concludes that in the sphere of internal organization of the offices, the heads of the Ministry of Internal Affairs worked primarily to shape their system based on the so-called clerical model (German). Then they went from the so-called rigid organization to the flexible organization.
