PRIORITIES AND MEANS OF DEVELOPMENT OF RURAL AREAS IN THE CONTEXT OF THE STATE POLICY OF BALANCING SOCIO-ECONOMIC SECURITY OF THE STATE

Abstract
Introduction. In recent years the intensification of the problems of social and economic development of rural areas has been observed. This is primarily due to a number of problems associated with the inefficient use of their social and economic potential. In this way, an imbalance in the social and economic security of the state increases, and the formation of competitive regional economic complexes becomes more complicated. It is important to identify priorities, develop and implement of effective means of social and economic growth and use of the potential of development of rural areas of Ukraine. Methods. The general scientific methods of cognition (analysis and synthesis, induction and deduction, dialectic, abstract and logical methods) and a systematic approach to the study of economic processes are the methodological basis of the research. Results. The list of problems hindering the proper development of rural areas in Ukraine is identified, which leads to a deterioration of the quality of life and social security of the rural population, slowing down of entrepreneurship development, business infrastructure and reduction of the efficiency of the use of natural resources for these purposes, deterioration of the quality of human capital, administrative and managerial restrictions of local government bodies of territorial communities. A set of priority directions and means of development of rural areas in the context of the state policy of balancing social and economic security that envisages innovative development and modernization of the rural economy, creation of a favorable environment for the development of small business, improvement of state policy in the field of development of road and transport infrastructure of rural areas, the development of labor markets, public and private partnerships, and mechanisms for attracting labor migrants. Discussion. Further studies in the analyzed area should focus on identifying the mechanisms by which it will be possible to implement effectively the priority tasks and means of development of rural areas in the context of the state policy of balancing the social and economic security of the state.
