ПРОБЛЕМИ ПЕРЕКЛАДУ «КЕРІВНИЦТВА МПК З ПСИХІЧНОГО ЗДОРОВ’Я ТА ПСИХОСОЦІАЛЬНОЇ ПІДТРИМКИ В УМОВАХ НАДЗВИЧАЙНОЇ СИТУАЦІЇ» УКРАЇНСЬКОЮ МОВОЮ

Abstract
У статті проаналізовано український переклад важливого документу Міжвідомчого постійного комітету «Керівництво МПК з психічного здоров’я та психосоціальної підтримки в умовах надзвичайної ситуації». Визначено речення, розуміння яких фахівцями, які вже працюють чи працюватимуть, керуючись цим документом, в Україні, може бути ускладнене через певні помилки чи неточності, допущені при відтворенні Керівництва українською мовою. Було проаналізовано різнорівневі причини, які призвели до таких неточностей, а також запропоновано авторський варіант перекладу цих речень державною мовою. The article analyses the Ukrainian translation of an important document «IASC Guidelines on Mental Health and Psychosocial Support in Emergency Settings» by the Inter-Agency Standing Committee. The sentences understanding of which can be complicated for the specialists who already work or will work on the basis of this document in Ukraine were defined. Such ambiguity can occur due to certain errors or inaccuracies made while translating the Guidelines into Ukrainian language. The various reasons that can lead to such vagueness were analysed; the author's variants of the translation of these sentences in the Ukrainian language were offered. In 1992 the Inter-Agency Standing Committee (IASC) was established by the UN General Assembly. It was created within the framework of Resolution 46/182 aimed at strengthening coordination in the provision of humanitarian assistance. According to this resolution the IASC is the main mechanism for facilitating interagency decision-making in order to respond to emergencies or natural disasters, including armed conflicts and wars. The Inter-Agency Standing Committee (IASC) has developed and published a number of important documents and publications among which are the «IASC Guidelines on Mental Health and Psychosocial Support in Emergency Settings». In 2017 the Guidelines were translated into the Ukrainian language by the International Medical Corps in Ukraine. It was a very important event since Ukrainian specialists working in the field of psychosocial support and using the Guidelines in their practical work had had only its English version for some time. However, the translation contains a certain number of phrases that, due to inaccuracies made during the translation, are not clear enough or may cause ambiguity in understanding ideas and concepts expounded in the document. The most common reasons for mistakes made in the Ukrainian translation of the Guidelines are: inattentive translation of prepositions; ignoring the grammatical categories of verbs such as active / passive state, perfective / imperfective aspect during their translation; not correct lexical valence in some phrases in the text of the translation; wrong choice among contextual synonyms; not appropriate variant of translation of polysemantic words caused by insufficient attention to the context; unnecessary sticking to the formal side of the expressions translated and to such a way of translation as transcoding; unwanted tautology, the immediate neighborhood of cognate lexical units or lexemes that have similar sounds; not taking into consideration important components of the message during the translation process; forming lengthy phrases with a large number of nouns in objective cases, which makes them awkward and incomprehensible; unwarranted bureaucratic language.
