PROBLEMS AND PROSPECTS OF DEVELOPMENT E-GOVERNMENT IN UKRAINE

Abstract
This article is devoted to the problems of implementing e-government in Ukraine to identify ways to improve them and to examine the possibility and feasibility of adapting foreign experience in the fi eld of information and communication technologies. Object of research supports e-governance in public administration. The subject of research is theoretical and methodological foundations of the process of implementing e-government in Ukraine. The process of implementing e-government in Ukraine requires a thorough and systematic improvement that leads to the relevance of the test questions and points to the need for further research. The article refl ects the formation of the legal framework of e-government, the use of modern libraries to help citizens of Ukraine ability to use modern information and communication technologies for effectively to public services via the Internet and reduce corruption by remote ordering and receiving services. Described important functions that perform public libraries abroad, the example of the United States. These e-government project risks and ways to reduce them. Considered increasing trend of Internet users and the problems of equal access to the network. Described problems and prospects of electronic documents. Deals with the practical support implementation of international experience in the fi eld of e-government. The recommendations on the prospects for further improvement of e-government. The proposals presented by the author in this article may be useful for developing new items of practical implementation of e-government, and their application in practice will improve the effi ciency of public administration and improve the situation.
