REALIZATION OF THE POTENTIAL OF INNOVATIVE DEVELOPMENT OF AGRO-INDUSTRIAL PRODUCTION AS A CONDITION FOR ENSURING ECONOMIC SECURITY

Abstract
Purpose. The aim of the article is the assessment of resource component and substantiation of institutional tools for implementation of the potential of innovative development of agro-industrial production. Methodology of research. The theoretical and methodological basis of the research is an institutional approach to the study of the problems of institutional regulation of innovation development of agro-industrial production. Structural and functional analysis is used to identify the components of the institutional support and the characteristics of the functional orientation of the elements of the institutional environment. Findings. The low level of technical equipment of the agrarian sector is established at the constant increase of investments into fixed capital and the growth of official indicators of labor productivity at agricultural enterprises. The existence of significant obstacles for the innovative development of agro-industrial production is substantiated: absence of effective results of state support to the agrarian sector, low level of investment support of the innovation process, low material and technical provision of agro-industrial production, underdeveloped infrastructure provision of innovation development and institutional system in the organization of the innovation process in the agrarian sector. Originality. The introduction of regulatory tools at all levels of the institutional organization, namely, the structure, environment and institutional order with the aim of realization of strategic priorities of innovation development of agro-industrial production, is substantiated. The implementation of systematic measures of management of innovative development and formation of norms of strategic planning by means of development and implementation of the concept and strategy of institutional regulation of innovation development of agro-industrial production, within which target directions of innovation development are defined and state programs are developed, is argued. The tools for stimulating the development of innovations at the regional level are substantiated. At the stage of innovation, the tools of direct influence and support are the most acceptable. Indirect instruments may become more effective in the stage of implementation and consumption of innovations. Practical value. The obtained results of the study deepen the practice of institutional regulation of innovation development and provide an opportunity for activation of innovation activity in agro-industrial production.
