Abstract
Development and realization of political values are considered in the context of historical transformations. The formation of a new superproject of development is studied from the position of the strategic design of cultural and civilizational worlds. The value-sense space is analysed as the most important aspect of sociocultural capital. The balance of the correlation of socially significant traditions and innovations is explored as a factor in the harmony of political stability and development. Against the backdrop of a new paradigm jump, the vector of changes and their features are considered. Conclusions about the strategic culture of forced reforms’ conducting are drawn.
