Role of the Peasant Land Bank in the formation of the land market on the territory of Belarus (1883–1917’s)

Abstract

One of the first attempts to weaken the land hunger of the peasants was the organization of long-term loan for land acquisition. For this purpose, the Peasant Land Bank was established in the Russian Empire. Its functions included issuance of loans for land purchase, land management activities, estates purchase and sale, charities, which allowed him to become one of the main tools of the agrarian policy of the autocracy of late XIX – early XX centuries. The experience of bank involvement in the agrarian question solution is quite literally unique in the world practice. The research determines the role of the Peasant Land Bank in the formation of the land market on the territory of Belarus in the end of the 19th – beginning of the 20th century. It is the first time in historical science when the comprehensive research of the activities of the Belarusian branches of the Peasant Land Bank was made and their effect on the growth of peasant land ownership, land market stabilization during agrarian crisis and the realization of the Stolypin agrarian reform in Belarusian provinces was shown. The results of the research offer the challenge for further study of the economic history of Belarus of the second half of the 19th – beginning of the 20th century. In addition, the experience of the bank’s activities on the territory of Belarus will be useful for the banking sector of the economy of the Republic of Belarus in the choice of monetary policy instruments.
