Some aspects of legal regulation of migration processes and counteraction to illegal migration.

Abstract
In the article the author considers separate aspects (first of all international and constitutional) of legal regulation of migration processes and counteraction to illegal migration in Ukraine. The author notes that illegal migration creates real and potential threats in virtually all areas of public administration. It affects the social, demographic, territorial structure, exacerbates competition in local labor and housing markets, creates entire sectors of employment that do not have legislative regulation, cause social tension, increase xenophobia and extremism. The author concludes that Ukraine has established a mechanism for legal regulation of migration processes, but it does not have any signs of the system. It is indicated that the terms “immigrant” and “refugee” are varieties of legal status of foreigners and stateless persons, but the Law of Ukraine “On the Legal Status of Foreigners and Stateless Persons” does not disclose the peculiarities of these statuses, but refers to certain Laws “Immigration Act” and “Refugees Act”.
