TAX SYSTEM OF TSAR RUSSIA IN THE CATTLE-BREEDING OF NORTHERN AZERBAIJAN AT THE END OF THE XIX – THE BEGINNING OF THE XX CENTURIES

Abstract
The article reports on the forcible seizure of Azerbaijani natural resources by Russian imperialists in the late 19th and early 20th centuries. It reflects how the Russian imperial man applied a very tough and complex tax policy in land ownership. Criticized the position of Soviet historiography that allegedly in the agriculture of Azerbaijan before the reform of 1870, natural rent predominated. However, in the Middle Ages in Azerbaijan commodity-money relations were at a sufficiently high level of development, and in the period of the Khanates, both monetary and natural taxes were applied. It is noted that after the tax reform carried out in 1870 by the tsarist authorities, the situation of the peasants worsened even more.
