THE PRESENT STATE AND PERSPECTIVES OF STATE MANAGEMENT IN UKRAINE

Abstract

Theoretical questions on the formation and development of project approaches in public administration and autonomization of higher educational institutions of Ukraine are investigated. It is stated that the level of autonomization of higher education depends on the system of government that has developed in each country; level of development of culture, science and education; university traditions, etc. Attention is focused that countries such as Great Britain, Ireland, the Netherlands, Finland, Austria and Denmark, provide institutions of higher education with broad autonomy with certain requirements of responsibility; in other countries of Greece, Belgium, Germany, France – the internal management of institutions of higher education is largely limited. The relevance of the problem of decentralization of public administration is connected with the search for self-governing bodies of the management of the territories (regional and regional councils) of ways of coordinating the project activity of territorial communities from the point of view of ensuring their common interests. There is a reform of the Ukrainian local government on the basis of decentralization, which, in particular, provides for the creation of joint territorial communities. Realization of the tasks of development of the united territorial communities, cooperation of the communities are spheres where the strategic and project technologies are naturally integrated.
