Abstract

The article studies the components of Ukraine’s non-participation in the global economic system in the USSR and the components’ definitions of the national economic complex. It confirms that that the Ukraine’s economic policy to participate in the international economic relations was not defined in the documents in 1986. The author gives the Ukraine’s territorial and production potential data, the share of its population in relation to the world quantity and the countries of the European Community; gross production of major agricultural products per capita. The value of the energy sector in the development of the productive potential on the basis of its characteristics is proved; the reasons of the compliance to ensure the national operation of the thermal power stations are listed. The state of the global primary energy consumption in the years 1960–1990; justified not part of Ukraine in the sphere of foreign economic activity due to its rigid tethered to the economic complex of the Soviet system and the lack of the right to independent foreign economic activities with foreign partners
