THEORETICAL FOUNDATIONS OF THE SEA TRADE POTS IMPLEMENTATION IN THE STATE MARINE POLICY

Abstract
The article substantiates the implementation of the effective indicator of the effectiveness of the state maritime policy, a joint value that is characterized by the emergence of value added in the seaports of Ukraine. Based on the synthesis of the basic provisions of stakeholder theory, labor value and marginal utility, it is justified that the maximization of the creation of a joint value in the process of implementing business models for the sustainable development of seaports in Ukraine becomes possible by hierarchizing the theoretical and methodological concepts, methodological, instrumental and organizational approaches to the formation of the state maritime policy in the form of a holistic scientific concept.
