Thoughts on Early Involvement in the Operation of Shanghai Newly-Built City Railway

Abstract

[Objective] By sorting out the construction and operation characteristics of the newly-built city railways in Shanghai and summarizing the existing problems in the early involvement work, suggestions for carrying out the early involvement in operation are put forward so as to improve the efficiency of operation preparation and promote the healthy and sustainable development of city railways in Shanghai. [Method] Firstly, by reviewing the general situation of the planning and construction of the newly-built city railways in Shanghai, it is summarized that the city railways in Shanghai have the characteristics such as construction and operation separation, networked operation, interconnection, etc. Moreover, as the newly-built city railway network is expanding rapidly, time for construction and operation preparation work is tight, resulting in greater pressure on the connection between construction and operation in the line construction process. Therefore, the need for early involvement is urgent. Secondly, the existing problems in the early involvement of the newly-built city railways are analyzed, such as unsmooth coordination in construction and operation preparation, imperfect mechanisms, and incomplete standards. [Result & Conclusion] From the perspectives of the superior competent department, the construction party, and the operation party, relevant countermeasures and suggestions for improving the early involvement work in the newly-built city railways are put forward. It is recommended starting from three aspects, including strengthening the superior management, establishing and improving the early involvement working mode, and enhancing the building of the standard system, to clarify the role positioning of both the construction and operation parties, and improve the working mechanism of superior management. The key work stages should be scientifically divided, and a complete early involvement organizational structure be constructed, and diversified forms of early involvement be adopted. The user demand document for city railways should be compiled, the integrated management of the standard system be strengthened. Communication and cooperation among the three parties should be enhanced, and the working mechanism of early involvement be improved to raise the involvement efficiency.
