Abstract
A.S. Torosov, E.S. Zuev, Y.V. Kharchenko. The improvement of the financial system of forestry. The strategic reorientation of the life principles in the country to European standards and approaches determines substantial restructuring of forest policy, legislation and management of the forest industry in Ukraine. The financial system of forest management in modern conditions is imperfect. Therefore, the improvement of the financial mechanism of forest industry in the country is extremely urgent and requires immediate action. The aim of the research is to substantiate the scientific and applied aspects of the formation of financing mechanism of forestry in modern terms. The financial system and fiscal policy in forestry should stimulate economic activity of public enterprises in Ukraine. The payments for forest resources forming a forest income must make the basis of the financial system which ensures the reproduction of forest resources. The current Forest Code of Ukraine covers paid patterns of forest resources and land use. The financial and economic analysis of forestry enterprises in all regions over the country made it possible to determine reasonably the financing options of forestry through the creation of special forestry budget. The legislation must consider complex measures for accumulating financial resources and create conditions for the formation of a special fund for financing forest management. This will help to effectively manage revenues and expenditures of economic activity, to determine the amounts of financial subsidies to enterprises (primarily in sparsely steppe regions).
