UKRAINIAN AUTHORITIES ON TOWMACHCHYNA DAYS OF ZUNR (1918–1919): BASES OF FORMATION AND PRACTICAL ACTIVITIES

Abstract
In the article depicts the rise of the Ukrainian national movement on the territory of Towmachchyna on the eve of the collapse of Austria-Hungary. It shows the progress of the bulkheads and the establishment of Ukrainian authorities in the largest settlements of the region, and analyses grounds of formation and practical activity of the state authorities in the county. The articles illustrates the formation of the judicial system, the course of educational processes, the solution of field (land) issue and analyses the socio-political and national-cultural life in Towmachchyna during days of ZUNR. After almost six centuries, enslaved Ukrainian statehood was revived in 1918 on the Western lands and embodied in the Western Ukrainian people’s Republic. Having existed for only eight months, ZUNR played, though short-lived, but still a crucial role in formation of Ukrainian statehood. The confrontation of the transition of power in Towmachchyna was organized and unarmed. The Ukrainian National Rada of the County Commissioner, as a kind of “Parliament” was appointed was appointed as the head of the country and Towmachyna was called “The Peasant of the County Council”. From the first days of its existence, the Ukrainian government tried to create favourable conditions for building a legal state and democratic society in the county, ensuring the normal functioning of the socio-political and national-cultural life, developing education, solving social problems, and finding the solution to field issue. Some steps were made to improve the system of taxation of the population and justice. We observed an increase in political-party life. Important for the formation of national consciousness was the decision of UNR council to unite the ZUNR with the Ukrainian people’s Republic. From the first days of the Ukrainian-Polish war the citizens of Towmachchyna actively helped the soldiers of the Ukrainian Galician Army. On the ground was created foundations and committees that collected donations: money, clothes, food and the like. However, despite the defeat of the struggle for national liberation 1918–1923, education ZUNR and its real existence played a huge role in the history of Western Ukraine and the Ukrainian people.
