Abstract

The institutional environment, which is formed through the adoption of relevant rules and regulations, is an important element in ensuring the social and economic modernization of the sphere of commodity circulation. Domestic legislation regulating the functioning and modernization of the sphere of commodity circulation is imperfect and requires new approaches to the system of regulation of this sphere and introduction of the most successful practices of the leading countries of the world. In the process of research used methods – abstract and logical, scientific abstraction (to deepen the concepts and categories, disclosure of the essential characteristics of government and its features in trade); institutional and evolutionary (for the disclosure of the genesis of commodity circulation in different countries, policies of state regulation of processes of modernization of support for entrepreneurial activity); systematization and generalizations (for revealing structural changes, new trends and vectors of commodity circulation development and the system of state regulation). The analysis of the experience of the leading countries in the field of regulating the processes of modernization of the sphere of commodity circulation shows common approaches for most countries, which include: liberalization of commodity circulation; intensification of foreign economic activity and export activation; creation of innovative products; development of high-tech industries; activation of Internet commerce and state regulation of e-commerce. The modern economy cannot function without the influence of state institutions and requires appropriate methodological and methodological tools for regulating modernization processes, including in the field of commodity circulation, therefore, the study of successful foreign experience in the field of state regulation of modernization processes is perspective and requires further scientific developments.
