Збалансованість виміру сталого розвитку на регіональному рівні / Balanced measurement of sustasnable development of atregsonal level

Abstract
У статті розглянуто поняття збалансованого розвитку регіону та окреслено методологічні передумови й принципи формування системи критеріїв збалансованого розвитку регіону, категорії політики та індикатори оцінювання сталого розвитку регіонів України. Проаналізовано результати оцінювання соціально-економічного розвитку регіонів України за 2015 рік. Надано пропозиції щодо формування нових програм, що спрямовані на забезпечення сталого розвитку в усіх його вимірах і досягнення тривимірної гармонійної збалансованості сталого розвитку. The article is a synthesis of modern scientific basic methodological approaches to achieve comparative balance of social, economic and environmental priorities of the region. The object of the article is an integral region as an economic system. The subject of research is the mechanism of balancing of sustainable development at the regional level. The concept of sustainable development in the region is given and outlined the methodological prerequisites and principles of formation of criteria of sustainable development in the region; category of policy and evaluation indicators of sustainable development of regions of Ukraine are stated. The results of the evaluation of socio-economic development of Ukraine are given. The basic tasks for passing of regions of Ukraine to steady development are as follows: legislative base, development of social infrastructure, providing economically effective and socially oriented production, realization of reforms in labor relations, creation of the system of monitoring of steady development, realization of scientific researches, support of innovations and hi-tech sectors of economy, maintenance of ecology, creation of source of raw materials, creation of effective mechanism of exchange between enterprises in a region, perfection of control system experience at regional level for realization of decisions in relation to steady development, increase of investment attractiveness, by strong decentralization of strong regions, creation of equal terms for entrepreneurial activity, coordination of business activity and state enterprise in relation to ecological norms, use of ecological technology, establish the limit for use of resource potential.
