ETHNIC FACTOR IN SOCIAL AND POLITICAL LIFE OF UKRAINE, 2005-2010: INTERCULTURAL DIALOGUE AND INTERNAL POLICIES

Abstract
This article reveals the peculiarities of the state policy towards national minorities in 2005-2010, in the context of socio-economic changes, political crises and conflicts at the end of the presidential cadences of V. Yushchenko. Some progress and miscalculations in the internal policy of the reformers of that time have been clarified. After the Orange Revolution, the national minorities of Ukraine gained hope of national-cultural development within the country and were able to actively participate in state-building. At the same time, during the study period, there was a marked increase in the manifestations of xenophobia and racism. This situation confused the leadership of the country at the state level to recognize this problem and look for mechanisms to counteract it. It was clarified that after the Orange Revolution, the authorities had the opportunity to consolidate Ukrainian society and integrate it into the European community. At the same time, the constant speculation of the opposition leaders of that time around the issues of national minorities, lan- guage, national and cultural issues, increased the level of conflict in relations between representatives of different ethnic groups. A number of organizations have become one of the means of spreading intolerance on a national or racial basis. Destructive forces have often used regional media to fuel ethnic intolerance. At the same time, state policy and meas- ures of the Ukrainian authorities aimed at strengthening interethnic accord were ineffective, and the linguistic question remained the most controversial factor. In addition to some positive results in the social and cultural sphere of Ukraine, tracked significant failures in domes- tic policy of the President of Ukraine Victor Yushchenko and his team, braking European integration processes, indecision in introducing reforms in society, particularly in the regulation of international relations, which led to further growth dis- satisfaction with the population of the country. The loss of a large part of supporters, especially among minorities, has led to the activation of pro-Russian political parties. Anti-Ukrainian forces actively used ethnolingual issues as means to an end, thus deepening the conflicts between different ethnic communities, weakening the Ukrainian state and its sovereignty. What happens next, aggression Ukraine against Russia opened the essence of the permanent eastern neighbor plans to destroy Ukraine as an independent European state, where a prominent place in the strategy of “Russkiy Mir (Russian World)” is given ethnonational factor.
