Особливості аналізу сучасних обмежень світової торгівлі

Abstract
The latest global economical crisis has finished the second globalization era on the ground of crisis in the WTO and its inability to complete the Doha negotiations. All of these together, generated the issue about the possibility of further liberalization of global trade and the possible «globalization recession». Though, the level of tariff protection is still low. Additionally, the growth of both «green» and «red» non-tariff measures of national commodity almost in all world countries is an evidence of the average protection level increasing. A brand new feature of «crisis protectionism» is missing an effective ability to quantify its most effective tools. WTO has demonstrated a liberalization of only those tools that can estimate the custom duties and quantitative restrictions numerically during its existence. By the way, lack of WTO’s liability for using discriminatory measures to protect national markets lead to the constantly growing number of them. In addition, even the tools that had to influence such as: anti-dumping, countervailing and special regulation effects are used in «crisis protectionism» so as to discriminate import. Transport costs part compared with custom tariffs increases, but the structure of traffic quality changes, that does not impact as a significant reduction in overall transportation costs. World trade limits moved to a brand new level as well. The restrictive function is not the only one world trade limits function any longer. Additionally, they have also acquired a certain element to achieve some social or marketing goals. The world trade dynamics has always supposed to be a driving force of the world development and it is still the main globalization feature. But, a decrease in ratio of changes in world trade to GDP changes for the last several decades is still takes place.
