Public discussions – instrument forming information society in Ukraine

Abstract
The main tendency of involvement of society in the process of formation and implementation of state policy is noted. The tasks, which ensure fruitful cooperation between state authorities and the public, are emphasized. In the article the development of the Internet network, which has reached national importance and opens up new prospects for improvement of relations in society, is singled out. The peculiarities of the evaluation of public discussions concerning the definition of the limitations of the legislation’s influence on the satisfaction of the demands of society at the regional and national levels are analyzed. It is noted that as the result of developing and spreading new ways of producing consumption and interaction under the influence of information technologies, the very essence of the function of public participation of a citizen is changing. The system of components of the formation of the effectiveness of public discussions is formed. The conclusion is made regarding public discussions as an effective tool for the formation of the information society in Ukraine.
