THE RIGHT TO INSURANCE: MODERNITY AND PROSPECTS OF LEGAL ADJUSTMENT

Abstract
The article raises issues of the evolution of legal relations in the sphere of the right to development in the conditions of the development of construction technologies and the complication of social relations. Legal relationships associated with the realization of the right to development change in connection with the development of construction technologies, complications of land ownership relations and modern urban development trends. The concepts of development and the legal nature of the right to development are determined. The right to build on their land plot and the right to build on a foreign land plot are allocated. It is proved that the subjective right to development is not a constrained legal structure. The expansion of technological opportunities in the field of construction should be taken into account by the legislation. The prospect of building not only on the ground but also on water, underground, in the air, etc. should be explored and should get proper regulation in the legislation.
